Some sites have frames that are simply PDF files. Currently that shows up blank in Opera. Is there any plan to support PDF rendering?

What sites are doing this? I've never seen site doesn't offer an option to download its PDF content. Does the same thing happen in Chrome?

It's for viewing books. Sure I can download it, by viewing source, finding href and downloading it. But that's not quite an optimal web experience.
I haven't tried Chrome, though I did try the stock browser and FireFox. Both didn't show pdf content.

PDF is not a W3C standard therefore browsers aren't supposed to render those files natively.
Just so you know, the bad practice is in the website owner's end. They're specially neglecting mobile users where a plugin-free experience is the law.
