Opera 23 not saving pined tabs in Windows 8.1

I have recently upgraded my OS from windows 7 to windows 8.1 and have noticed that pined tabs no longer stay pined after you restart opera. They get closed and opera starts with speed dial as usual.
Is there any way to keep them pinned. Does someone have this same issue or is it just me? -

Go to Settings and choose Opera to continue from where you left off, instead of opening Start Page. By choosing that option, Opera will open any pinned tabs that were pinned when you left the browser (and it will also open any normal tabs that were open when you quit the browser).

Personally i think opera is getting off track. They have over the last few years with the new versions removed all for the features that made Opera Great. Now it is just another Browser with potential but sucks!
Surely they have research on what made the browser popular? and most other browsers can saved Pinned Tabs by default... Why on earth would they remove such a feature ???????????????
