Should I use the flag function to report if a thread is in the wrong forum category? (I know it would be a bit ironic if this post was in the wrong category, but even though this isn't feedback, I think it should be here)

Yes, you might.
You're not obliged to, but you might. Especially in such cases you referred to: moderators often see spam easily, while if a topic's title seems legit, they won't delve into every thread if its OP reveals "wrong forum". -

Yes please, sometimes that detail slips by us...
Flag posts whenever you think mods should review it according to the rules.
