it is perfect in running on android opera, but i can't make it on windows8.1 with the latest opera for windows, can i have text wrapping?

Opera Android is not the same as Opera Desktop. Opera Desktop on Windows (and other OS) has no text wrapping.
But where do you need text wrapping? On which URL or on a tablet?

yes,you are right, i am using a 8'' tablet, suffered a lot from browsing...

But what is the problem for you? Why do you need text wrapping. Please explain it. May be i know a solution.

characters are too to read, but if i zoom in, i need to scroll left/right the read....

You can increase the fontsize for better readability.
Alt P -> Websites -> Display -> Customize fonts...
Scroll down
At 'Minimum font size' you can increase font size
Confirm with Button Done
Close settings -
