How to ENABLE flash player to be allowed to all websites?i tried all but found in plugins: that PPAPI(out of process)

when you change something in the settings and nothing changes. option in plugins: Run automatically (recomended) IS CHECKED but not works! Now im using "click to play", also have option to "block all". now PPAPI (out of process) disappeared completely and now writes NPAPI and everything is fine, funny computer become slow and then fast five restart and going slow. I can not change the language of the browser. now writes settings in plug-ins: selected is "run automatically (recomended), but when i enter flash content and wants me to" click to play "the flash content.what to do now?

Check if Opera turbo is enabled. You can change the language of the browser in settings.

MY Opera Turbo is Enabled.what to do next?still wants me to press "click to play" with mice.settings stoped to work-in settings nothings changes.i press to change things and they are always the same.something is wrong on there.
