Syncing speed dials between tabet and phone

I'm trying to access my tablet speed dials on my phone. Sync is on, including "Bookmarks and speed dials". I was offered the chance to connect the two. I scanned the QR code and was taken to a page listing various things but no way to do anything. On the Web I see reference to "View remote bookmarks" but can't find it in my settings.
But my speed dials aren't syncing. -

@JonFleming I use Opera on a Windows Desktop, Pixel Phone and Tablet.
As a workaround from Opera on my Desktop, I Open Bookmarks, Other Speed Dials.
I see a List of other Devices "Pixel Phone" and "Pixel Tablet".
I can then Copy and Paste Speed Dials between the Device folders.
I also have another folder named Master which contains all my Speed Dials as a Backup.
