Facebook Zero Offer with opera mini

Hi Experts,
Operator wants to launch facebook zero offer with opera mini. The requirement is when zero facebook URL is accessed, then the browsing should be free, however when any other facebook URL is accessed, the browsing should be charged.
As per my knowledge in Opera mini, traffic is compressed/encrypted so that it is not possible to read the HTTP fields, including the host/url of the Opera Mini server.
Hence how do I separate the traffic to charge them differently. Are the IP addresses used for facebook zero and other facebook different when used through Opera mini.

Connection will be proxified by opera mini transcoder and that's way wouldn't work, facebook0 url is blocked. It will work with branded versions for Vf when connection have a squid proxy on top owned by Vodafone and of course Vf have an agreement with Facebook. Better use build-in browser.
