I could not turn it off and deleted it but its still going

If you have the snowflake icon in your toolbar, you can open the panel with a single click. There, you will see a green button labeled "Snow is ON", which means the snow effect is enabled for all tabs. To stop the snow, click this button, it will change to a red "Snow is OFF" button.
