I have a test extension linked in this post that will block that tab.

While Opera is closed, in Windows Explorer (File Explorer), with "file extensions" and "hidden items" enabled under view -> Show", in both "C:\Users\yourusername\AppData\Roaming" and "C:\Users\yourusername\AppData\Local", right-click on the "Opera Software" folder and goto "Properties".
On the general tab, click the read only box to clear it (all white) and click apply. Then, on the "Security" tab, make sure your username is listed there and that it has full control (all permissions to to "allow" except "special permissions".
Those things should make sure Opera can write to its files. That might get rid of that tab opening every time Opera starts as it should only happen once after an update.

You can goto the URL
opera://about
, take note of the "profile" path, close Opera and delete the "Sessions" folder. That will wipe out all your tabs, but it might fix the issue if that tab is stuck in the session files for some reason. Also, you can goto the URL
opera://settings/onStartup
and make sure the startup setting is set to what you want. And, if it's set to "open a specific set of pages", make sure that update page is not in the list. -

You can goto the URL
opera://about
, take note of the "install" path and close Opera. Then, you can uninstall Opera (but don't choose to delete your data when asked). Then, delete the install folder.
Then, delete everything in "C:\Windows\temp" and "C:\Users\yourusername\AppData\Local\temp".
Then, download Opera GX in whatever browser you want, launch it, click "options", review and adjust things how you like and reinstall.
Doing that might fix things.
