This isn't working because the line:

first frame image = video.jpg

under the [Start Page] section in persona.ini is missing. And, there's no video.jpg file in the package.

You can download the package for this animiated wallpaper here.

Change its file extension to .zip and extract it. Then, edit persona.ini to fix it as mentioned above. To get a video.jpg or video.png, play the webm file directly in Opera (via ctrl + o), pause it, and use Opera's snapshot tool to create a pic, and save it. Or, get a pic from somewhere else. Just make sure the filename for the pic is correct in persona.ini.

Then, select persona.ini, video.webm and video.jpg. Then, right-click the selection and choose "compress as a zip file". Then, in Opera, click "add wallpaper", browse to the directory where the zip you created is at, click the filetype filter drop-down in the open dialog to allow showing of zip files, and choose the zip file.

In Opera, click the Easy-Setup button at the right of the address bar, scroll down, click "add wallpaper", change the file filter in the open dialog to zip, and point it to the zip file.

This animated wallpaper will not install on Opera.
