Unable to link Paypal with iTunes to purchase ringtones

I managed to link my PayPal to iTunes to purchase ringtones. It keeps telling me "Sorry we weren't able to authorize your card. Add a card." I also tried again with this website https://chakushinon123.com to buy ringtones but it didn't work even though it was free ????
My card is OK and approved by PayPal. I called my bank they told me they didn't see any attempt to make a purchase and I should contact PayPal.

@davidback305 I recommend contacting PayPal support to resolve payment card authentication issues when purchasing ringtones. There may be a verification issue or restriction on PayPal or your bank's part that you need their help to resolve.
