Add command line interface (like Vivaldi)

Greetings. I've doing a feature comparison between multiple browsers and discovered one feature that Vivaldi has that gives it super-powers. They call it "Quick Commands." It brings up a command line in which you can type. It then searches your active tabs and workspaces, history, browser features, and so on, then performs the appropriate action if chosen. Example: If I have nytimes.com opened on any workspace, I simply need to type the shortcut to bring up the Quick Command line and "n" (or "ny" if need be), hit enter, and it navigates to that tab. It make the navigation much faster for those of us who are "shortcut friendly."
For more information, see the Vivaldi documentation on the feature.
