Is it possible to install the pepper flash plugin on opera mac?
I believe it may fix flash controls and bring HDIPI flash to the mac

Not yet, but it should be available soon (cannot commit to a timeframe).

Your assumption are correct.

There's a command line switch, shouldn't it work?
Use --ppapi-flash-path=path/to/pepflashplayer

I would guess some time in the future, there is also a lot to do like the 64bit app & the insides to 64bit (some plug ins are now 64 bit only), I think pepper plug in support will be at some time in the next year or so, when they decide it is ready for public testing
Opera has added and improved Blink a lot (you see it in the commits and comments people make)

Not seen that in the latest Dev build of OperaWhy Open the Web?
Despite the connecting purpose of the Web, it is not entirely open to all of its users.
When used correctly, HTML documents can be displayed across platforms and devices.
However, many devices are excluded access to Web content. -

I wonder if they will become delta update (the pepper plug ins) so they can be updated without needing to restart a browser
