Make it possible to collapse pinned tabs tab island as well

just like the normal tabs and the extensions section, we could have the option to collapse the pinned tabs too

Here is an example of how this could be useful:

Sometimes I need the window to be small on the right, while I'm working on a bigger window of another program on the left. I don't always need the pinned tabs, but I use the frequently enough for them to be pinned there instead of in the Speed Dial

If I could collapse the pinned tabs island, it would help a lot with my workflow
