I created a thread about this not long ago, and found my own workaround, since this question is asked frequently, but no clear (universal) answers. My solution is using a dedicated feature of KDE Plasma d.e. (I'm running openSuse Tumbleweed). This feature is used to modify various "window behaviors" of a graphical application.
Here's the link directly to my workaround reply within my thread ... if you're not using KDE Plasma, then you'll no doubt have to use whatever facility is offered by your d.e.:

Thank you for your suggestion I have looked at the post.
Unfortunately I do not run any of the major desktops.
My desktop is based on Fluxbox as my WM that is it.
I customized the theme (decorations+top bar + buttons, etc) and 'definitely' I want all my applications to follow my settings.I.e my close window button is on the left not right. and I want to be able to 'shade' a window
Following is just a general frustration rant feel free to ignore it.
Since when the developers know better what I like?
Since when the liberty to choose the look and feel of your screen went up in smokeI do not mind having more options to fit everybody choice and taste but removing the fundamentals of what free means is quite mean
Besides not everybody uses touch screens and smart devices and use their fingers on the touch screen.
