Instead of explaining the idea, I'll quote a comment written by Simon on Desktopteam blog:
We don't want the bookmark BAR. It just takes unnecessary space and is extremely limited.
We want the bookmark menu, it was so perfectly solved in Operas prior to the Chromium switch.
I like the new Opera, but while discover and stash are not too useful, the Bookmarks
(and I don't mean the bar) should be the priority. I mean, is it hard to make a bookmark list?

It would be more useful to be able to toggle the Bookmarks Bar — you can already install an extension to get a menu. Import/Export is important, but a menu is not.

I already use something very similar in Opera 11.64.
If you know about Opera Buttons you can try it out. Click to show it for 5 seconds; click and drag to toggle it on/off.
