Is it possible to move tab 'headers' down?

It feels odd to me that the tab 'headers' (or titles if you like) are right at the top of the window with the address bar etc. and the bookmarks bar between them and the actual tab contents.

Is it possible to rearrange things so that they're nearer to the actual things they refer to?
