Local Overrides work when devtools is not open?

With the Local Overrides for Css is it meant to only work when the dev tools is open or can it work when the devtools isnt open

I made an edit to the google translate to hide the top bar for webpage translations as i fined it annoying but the override dosnt work unless i open the devtools/inspect element first

Wondering if its meant to work outside it but isnt for some reason or if i have to toggle something, i have the local overrides ticked
