i think you make the website you want to put in desktop, in your bookmarks and drag the bookmark to the desktop and pray to god that it will work

While Opera is not maximized, with the site's tab focused, drag the badge at the left of the address field onto your desktop.

Alternatively, create the shortcut in a text editor and save it as with a url extension:

Example.url:

[InternetShortcut]
URL=https://example.com/

and save files.

Not sure what you're referring to there.
