Connecting via a proxy server

While looking at how to connect via my proxy server on my phone I found a few posts from 2011 about using Opera:

Opera:config no longer works, but I can't see proxy in Opera:flags. Is there a way to use a personal proxy to access sites on a private network in Opera for Android?
