Color issue of some icons

Some icons(ex: gear, star, quote) seems to be disabled or seen hardly because of color.
The beginner can't find it easily.Is it by design?

They have always been a very light grey colour, so they don't look like they're active.
This was pointed out several times when they were introduced, but they were never changed.

From some points, it seems that they dislike to hear users' voice. Forum is only for forum.
