I have to minimize the window to view any other app I have running when In switch over to it. even when it is snapped to a side, the browser doesn't let any app running in the foreground draw over it. I have two apps snapped side to side and a third command window open, the command window draws over the other app but is obscured by the browser. Is there a toggle to fix this?

Opera doesn't have an "always on top" option. I'm not sure why your Opera is behaving that way.

What version of Windows and what version of Opera? Have you tried reinstalling Opera? Have you tried disabling all your extensions?

Test with a fresh profile. Download the Opera installer, launch it, click "options", set "install path" to a folder named "Opera Test" on your desktop, set "install for" to "standalone installation", uncheck "import data from default browser" and install. Test in that Opera, but do not enable Opera Sync and do not install any extensions.

Does it work fine there? If not, something on the system might be messing with Opera's window.

there was some app interrupt requiring me to take some action in app which was causing windows to prioritize the app like some error message that always stays on top of your screen until you minimize it. the opera logo on the taskbar also had turned red, restarting the browser seems to have fixed it. I have a habit of keeping my devices running all the time so I don't restart apps that often maybe that is why I didn't think of that first. Thanks
