Unhelpful behaviour on tablets - double-tap to zoom then zoom again

I've only recently observed this on my tablet (but not on phone) - when you double-tap on a page, it will auto-zoom, but the next touch will then zoom again, with just one finger.
This is obviously extremely unhelpful as after zooming in you usually want to scroll somewhere else.
Is everyone experiencing this, or is it for some reason device-specific (Nexus 7 2013). I don't see this behaviour in Chrome for example.

It works as it should* in my phone.
*Double-tap lift finger, then move up/down - scrolls.
Double-tap keep pressing and move up/down - zooms out/in.I think the "bug" is device-specific.
