Unable to reopen opera browser from Dock. Must always close browser

For years Opera has been part of my dock but suddenly my browser won't open automatically. I have stop stop the browser in my dock to reopen it or close it in the browser itself.
I have restarted mac en removed Opera completely but the problem remains and only with the Opera icon in the dock
