How to force a website to load in High Mode?

Hi, I'm a developer who'd like to configure my website to always load in High Mode even when in Extreme Mode. As I understand from this thread, you have to apply for a "content partnership", but the link posted there does not work anymore.

What should I do / where should I register for this?
