Opera won't start sometimes

Hello.
For like a month I believe, opera won't start for some reason. This doesn't always happen, it's quite random, but usually happening when I close the browser and then try to re-open it.
I've already deleted opera completely and re-installed, but that didn't help.
This is how it looks:
Checking task manager, it won't even show up, neither can u run a task such as "opera.exe".
[ Side Note: I'm not sure if it's a useful information (maybe no relation), but I've been dealing with net::ERR_CACHE* errors for quiet a while now (in opera and chrome): https://bugs.chromium.org/p/chromium/issues/detail?id=849624#c14 ]
Any ideas how I could fix this? Thanks.
P.S. I'm using Windows 10 64-bit with Opera latest version (56.0.3051.70)

By "completely", you mean that you deleted both the local and roaming "Opera stable" profile folders?
Does your Opera pinned taskbar button point to "C:\Program Files\Opera\launcher.exe" like it's supposed to? You could unpin it, right-click on launcher.exe and choose "pin to taskbar" just to see if it helps.
What does CrystalDiskInfo say about the health of your hard drive?
Looking at that Chromium bug, do you have
chrome://flags/#enable-simple-cache-backend
at default or did you change it? -

No, just uninstalling including registry leftovers removal. I could try that.

I did also try to launch the launcher.exe within the path so I assume it's not related to pinning on taskbar. It just won't run the .exe at all for some reason.

It's set to Enabled now as they suggested on the Chromium platform.

Update to 1
C:\Program Files\Opera\launcher.exe doesn't even exist, it just goes to C:\Users\UserName\AppData\Local\Programs\Opera -

@lafleurengine When you installed Opera, you must have installed for the current user instead of all users. There's an "options" button when the installer launches to control this and the path.
That's fine though. That shouldn't cause any issues.
