Cannot Load Extensions.

I've used Opera for years, usually in an XP or Win 7 VM, but lately no matter what I do I cannot load extensions, specifically UBlockOrigin and I don't care about cookies.

I get the green button and press it but all that happens is that the address bar shows something like this "https://addons.opera.com/en/extensions/details/opera-ad-blocker/#" but nothing else happens.
