Opera doesn't offer to remember passwords

I had the same problem. I'm not sure if all the following steps are necessary but here is what I did to get it working for Windows 10 (64 bit), Opera 49.0.2725.64:
- Uncheck the Setting "Offer to save passwords I enter on the web" (found in Settings | Privacy & security)
- Close the browser and re-open it.
- Check the Setting "Offer to save passwords I enter on the web"
- Refresh Settings Tab
- Refresh the Site/Page for which you want to store the password. Enter the username and password.
Now you should see the prompt to store the password in Opera's password manager.

Look at How to report problems in Opera steps.
For the clean profile:
- Opera Help > Find solutions.
| - And rename the profile folder -.
You can run to the new profile and test the login at the very first time.

Unfortunately that's not working. This is basic, advertised functionality. You would think the Opera people could just fix it.
I followed all those rules in your first link. OS, version of Opera, etc. Don't know how to reproduce it. Not understanding what you mean about "clean profile" or "run to the new profile" - those weren't links. I'm not a developer, I'm just a user.

It's just a folder renaming to start up as a new installation, then you can test any problem to figure it out whether is caused by any of your configurations or because an Opera/Site problem.
It's a needed step.
Otherwise, you can use the "Test profile" link from the signature or an StandAlone installation, it would be easier, but, despite that, you'll need to know to find your profile to do a back up, so in case of OS/Power failure or OS reinstall, you will be able to recover all your stuff.

Not getting what you're asking me to do at all.

Look at the Opera Reset / Back up link from the signature - on the above posts - to find the profile folder and rename it.
It's the same as:
- Opera Help > Find solutions
| - But rename - not delete - the profile folder -.
