Proxy independent of IE

I would like to set the proxy independent of Internet Explorer settings. Is
this possible ?
When I open the opera proxy settings, the windows system settings open, so
at the end IE and opera will have the same setting. I would like to have
different proxy opera proxy than it is for internet explorer.Thank you

Modify the Opera shortcut (it loads launcher.exe) and use the proxy server command line switch. Also see https://productforums.google.com/d/msg/chrome/9IDWpZ5-RAM/8XV0l_OQXnMJ.

The answer is:
run program as
C:\programs\opera\launcher.exe --proxy-server="proxy....:port"
