No issues with that here in Opera GX 95.0.4635.54 64-bit on Windows 11 Version 22H2 (Build 22621.1265) with Opera's window maximized and "Disable tab bar's top spacing when browser window is maximized" enabled at the URL opera://settings/userInterface.
