The same scenario here but had it with Opera GX and that it just basically wouldn't launch!
I think this same problem happened a year ago but there was no solution to it..
BUT I tried to open the location folder :
C:\Users\*user*\AppData\Local\Programs\Opera GX\67.0.3575.78
and launching the installer (DO NOT uninstall opera before it or even after it there is no need). Doing this will basically upgrade (Repair) the current version and then there you have it! problem solved!
