The purpose of workspaces is to keep "categories of tabs" within the same profile.
The purpose of user profiles would be to allow different logins/history/favorites/etc... in order to easily separate home from work. Which is also immensely useful for web development in Chrome.Depends on how you define workspaces, to me it would make sense to have each workspace work as a "independent profile" When moving tabs to different workspace you would use the login details of the new workspace.
Yes it's all about users definitions and use cases.
But I think workspaces (as defined as "tabs folders inside a profile") and profiles (as defined as "separate sessions, bookmarks, history...") should be kept as separate independant features because they meet different needs.
