Is it normal for the cpu usage percent stated in GX Control to be different than what the task manager says that Opera GX is using?

I'm just asking because once, when I opened the task manager it stated that Opera GX was using 6.4% but in the GX Control, it stated that Opera GX was using 46%.

I just want to know why there is such a difference between these numbers.
