I have that same problem with Opera 41.0.2353.69.

When I use opera:config#FileSelector|DialogToolkit in adress bar Im only moved to settings tab.

Do you have any suggestions?

My OS is Win 8.1, but problem is the same as your. Also in Opera Developer.
