This is ridiculously complicated, and using terms like "inclusive mode" and "exclusive mode" adds a huge element of confusion (there are dozens of ways to make it not confusing, e.g. "Block unless whitelisted", "Blocked by default").
Take a look at the real NoScript, which not only gives easy-to-understand fine-grained control over scripts, but it also does only what it says on the tin, with none of the unnecessary complications for images, etc.
