I finally succeeded, it was Windows security that was blocking me. I installed Defender UI.
Then I was able to add an exclusion (C:\Users\xxx\AppData\Local\Programs\Opera) and now Opera opens the Outlook links. Thank you for your help

@burnout426 I tried both, they work well, the problem comes from elsewhere

@leocg I have just deactivated the Windows security antivirus protection and miraculously the link opens with Opera
