The issue was Avast AV WWW protection for whatever reason having it on made Opera GX browser (Brave browser works issueless) limit it speed when browsing through internet or watching YouTube. So there is bug with Avast Opera relations

i did fresh instal adblock diasabled and it plays normaly for 3-4 mins then speed just drop to 3000Kbps again i literly tried everythink nothink help at this point just gona move to difrent browser amby it fixes itself in new update

Youtube is limitiing connection speed to 3000Kbps max, my conection is 1Gbps cable(speed test shows stable 900 Mb) opera adblock is off reinstaled browser with full data clear still same thing, on Brave browser YT is fine so clearly is smth wrong with Opera GX , tried changing dns, hardware acceleration basicly every think i could search up online but issie is keep reappering
