When looking at the Settings > Search Engine and trying to click 'Learn More' the actual link being opened is:

chrome://settings/Set%20which%20search%20engine%20is%20used%20when%20searching%20from%20the%20combined%20search%20and%20address%20bar

which just 'reopens' the settings instead of going to an actual page.

Steps to (try to) reproduce the issue:
Settings
Search Engine
Click 'learn more'

Expected behavior and actual one:
Expected = opening of a learn more page about the search engine options
Actual = reopening of the settings page
