So I messed around with settings and I think, from the few things I changed, that it was related to the RGX feature on enhancing videos and pictures. It was not enabled for videos but I did have it on for pictures.

Since I took it off I haven't seen that bug again. Incase Anyone has this issue as well, hopefully this helps.

For a few weeks now my opera gx has this weird red outline around images and banner images of websites that I visit. I checked on other browsers if it was something on the websites end but it didn't show up on those.
It also leaves this red line or highlight around the thumbnails of youtube videos.
