Thanks for everyone's feedback and assistance.
I think I resolved the issue, by taking the following steps:
- I signed out User 2 from Opera GX.
- I manually deleted all of the passwords.
- I signed into the User 2's online Opera profile and I deleted all of the information.
- I signed into Opera GX under User 2 and I permitted Opera GX to save the login credentials so that a total of 1 passwords were saved, then I synchronised the browser with the online Opera profile and only 1 password appeared. Issue resolved.
Downside: User 2 lost all of their passwords!!
