"Delay loading of background tabs" seems doing the job.

But the label doesn't seems to be good or at least the meaning is not clear enough.

I had understood it as it will load tabs after a delay (seems legit, no ?)

Can we deactivated tabs loading at startup ?
I don't want to delay the loading, just not load them until they become visible.
