Well, after grumpily sleeping after giving up trying to fix it, for whatever reason everything works now. Sorry if I wasted anyone's time.

Every time I open a video in a new tab, the volume resets to 100%. I've set YouTube to allow all cookies, as I read in the only other forum post from 2015, but it didn't fix the issue.
