Temp solution:
At the URL opera://settings/lucidMode, back the intensity down from 100% to 75% to work around it.

I have the same problem, but reverse.
From left to right, 3/4 of my video is getting the RGX enhancement, but the last 1/4 is not.
If I use the A|B tool they have, I can see that as I drag the line across, it stops after 3/4 and bounces back across the video to near the beginning.
