I'm currently in Waco, TX. It had me go through all the crap of creating an account, verifying said account, phone number, etc. just to tell me this exact same message! 
So I opened Aria, received message, minimized Opera, turned on my VPN and selected any state But Texas, returned to this error message and retyped same question.... It worked! Turned off VPN, repeated. Stopped working 
My Suggestion:
Find a trustworthy VPN and simply connect to a different area. There are several really good free ones if you don't want to pay. Just don't use the VPN option within Opera, it doesn't help
