The vast majority complaining in this thread don't want the splash screen at all, including after updates, as updates are relatively frequent and the splash screen wastes an addition 10-20 seconds each time. The splash screen appeared almost every other time I opened Opera or Opera GX on Windows or Mac. There's no permanent way to disable it.
Most people don't care about updates and certainly don't need their attention distracted by it. If they were really curious they could easily seek it out.
In addition to having stopped using Opera and Opera GX on both Windows and Mac, I also stopped using Chrome and Edge on macOS (but not Windows) since on Mac they have sort of the converse issue that Opera has: 10-20 second delays when CLOSING the browser, during which nothing on the screen is responsive. Again did a lot of troubleshooting for those.
Currently just using Safari, Firefox, Brave, Vivaldi, DuckDuckGo on macOS; and the same on Windows but with Edge and Chrome (where they don't have this issue) and no Safari. Some of these browsers still have certain issues on certain sites but I think these issues still beat the unsolicited significant delays from the other browsers.
