ERR_TUNNEL_CONNECTION_FAILED when trying to use the VPN

When I enable VPN and try to enter any site it gives
this error ERR_TUNNEL_CONNECTION_FAILED. I looked at the solutions, most of them are related with antiviruses but I don't have any antivirus installed. How can I fix this?
