Tabs in carousel view are regular size when my phone is folded, but becomes too small when unfolded. Is this intended, or is there a fix to this?

In carousel view, the tabs are sometimes smaller than before the update. Sometimes it switches to normal size. I can't switch it back and forth. Is this a bug (especially because of Z Fold's folding screen), or is this intentional? If so, how do I switch between the two?!!
