@leocg that was the problem. Residuals being left in that folder were the issue.

Deleting the Opera Software folder from C:\Usersusername\AppData\Roaming\Opera Software\Opera Stable and reinstalling fixed the issue, thanks!

Uninstalled previous installation, removed all related files, downloaded and installed latest version.

While attempting to set up the new version, none of the items I select remain in effect after exiting and restarting. Imported bookmarks, imported passwords, temperature setting, my city, wallpaper, literally every single aspect resets to the "default" after I exit and restart.

Please tell me what I'm doing wrong here because I don't remember it being this difficault to set up.
