Hi,
I have the same issue on my computers with synced tabs.
Every time I restart my browsers it generates a new entry in opera://activity.
Tested on fresh new install on 2 VMs and a new account. Browsers are up to date. Once tab sync is enabled, it starts duplicating devices. But only 2 devices are listed on sync.opera.com.
Resetting passphrase does not fix it, duplication continues from zero.
I recorded a video to show you: https://youtu.be/62YiPd58Hmg

RE: Wrong number of synced tabs in sync.opera.com.Synchronization
I've the same issue. Looks like device ID in synced tabs changes every times you restart your browser, generating a new device entry in opera://activity.
Posted a video here to show you the issue: https://forums.opera.com/post/286761
I ended up disabling tab sync until they fixed it. -
RE: Delete repeated Synced "Open Tabs" DevicesOpera for Windows
The problem lies in how Opera devs handle the browser's device ID.
Currently, every time you close and reopen your browser, device ID isn't retained and a new one is generated, creating a new device in the tab list.
Seems like it's not a priority to fix this for them even though this bug has been there for over a year. -

RE: Delete repeated Synced "Open Tabs" DevicesOpera for Windows
@leocg I've also tried that several times, like: reset passphrase, delete opera appdata (new profile), fresh os install, etc...
Sync is enabled on my 2 PCs and my phone. But duplicated tabs are only on my PCs, no problem on my phone. To confirm that this issue is present and can be reproduced, I've tested on 2 VMs to show you that. Even with a fresh new OS install, new opera install (so no opera appdata created) and new account (no data synced), duplicated tabs happens. It's not an issue related to previous created data/profile or updates.

@leocg @vegelund You are maybe lucky and don't have duplicated tabs, but regarding this topic (and others) I'm not alone.
Here is a new video of the issue: https://www.youtube.com/watch?v=78FZuFzZz7k (previous video of the same problem posted a year ago in a post below)
Fresh new Win11 install on 2 VMs and new account created for this demo.
Browsers are up to date.
Sync never done before, just linked account in browsers.
When I start data sync and close/reopen browsers, you can see duplicated tabs in opera://activity and sync.opera.com/tabs.Issue still there.

RE: Opera 96.0.4693.31 Stable updateBlogs
Sync error sometimes occurs, device is disconnected from Flow.
New duplicate devices appear in Tabs (opera://activity/) each time browser is restarted. Resetting passphrase only cleans devices list, but duplication continues. -

@max1c Since some major releases, sync is not the strong point for Opera.
Lot of issues with duplicated devices in Tabs (opera://activity/) and random logout from Flow and account. -
RE: My Flow Stopped WorkingOpera GX
Server issue with the CSP policy, it's the dev domain name (flow-dev.operacdn.com) that is specified instead of the production one (flow.operacdn.com).
We have to wait for the Opera team to fix it. -
