Why, after deleting the history from a device, can I not restore it from another device? The same goes for pinned tabs.

After a new update for Opera Developer Browser, my pinned browser tabs have crashed. On the same day, I used programs to clean up the garbage on the computer (CCleaner and Advanced SystemCare). After that my history was cleared. I can't restore pinned tabs.
